For example, the winning number in last month’s drawing was 509, but a source said the number mysteriously changed to a lower number before the drawing took place.
Laos state officials have been unable to resolve these problems, but the country’s prime minister recently issued a directive urging the ministry that oversees the state lottery to work with the Ministry of Public Security to address complaints about the lack of transparency in the system. The directive calls for the reduction of drawings from two to one a week, and it requires that winnings be handled in a more transparent manner.
