In Laos, the government is looking to better manage state lottery operations, but it does not control them completely. A government official who spoke to RFA on condition of anonymity said that a few major business interests have stakes in the company responsible for the state lottery’s work, and they pay a fee to the government each year. The government does not disclose how much that is, and the lottery is not audited by any outside entity.

For many poor Vietnamese people, selling lottery tickets is a lifeline. The country’s social security systems aren’t yet capable of handling the needs of the poor, so many choose selling lottery tickets over the socially detested act of begging. For a single mother, Huong, the daily profit from her lottery ticket sales is enough to keep her and her infant daughter alive.

The winnings from the lottery are distributed by the New Zealand Lottery Grants Board to a variety of community organizations, including sport and recreation, art, and cultural and heritage organizations. The board also distributes a portion of its allocation to the New Zealand Film Commission and Creative New Zealand. Unlike most other states, New Zealand does not tax lottery earnings.
