These are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut) and Manitoba Liquor Control Board (Manitoba).

In Laos, which is not a democracy, state lottery officials have been accused of rigging the results to avoid large pay-outs. Drawings of the legal state lottery are sometimes shown to include numbers that disappear from purchased tickets or are deemed unlucky. For example, on Oct. 14 this year, the number 509 appeared only as a 5, despite many ticket buyers seeking to purchase the number. As a result, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring that the ministry overseeing the lottery system work with the government’s ministry of public security to ensure more transparency.
