In one case, the number 09 was deemed unlucky and vanished from purchased tickets during the day of the drawing. Then it reappeared as a 5 shortly before the drawing was broadcast, a source said. The government recently sent a directive ordering the Ministry of Finance to work with the police to better manage this problem, the source added.
