Lottery officials in the communist country of Laos are rigging the system and manipulating winning numbers in order to avoid large pay-outs, sources told RFA’s Lao service. Drawings from the state lottery have been prone to mishaps including numbers that vanish from purchased tickets, or that appear on a number purchased by a large number of people and are then discarded. For example, the number 134 was shown on tickets sold throughout the day of an Oct. 14 drawing, but it was changed to the less popular – and unlucky – number 509 only minutes before the drawing.
