Lao authorities have been accused of rigging the national lottery in order to avoid large pay-outs. Lottery officials are reportedly manipulating numbers that appear to be unlucky and thus unlikely to win, a Lao citizen told RFA’s Lao Service. A number that appeared as 09 in a recent drawing, for example, was unavailable throughout the day and changed to 5 shortly before the drawing.
