Lottery online is an Internet-based gaming system where players can purchase tickets to win prizes ranging from cash and goods to sports memorabilia. These games are governed by state and local laws. Lao officials are rigging the national lottery drawing to avoid large pay-outs, according to sources in the communist country. The results of the national lottery, which takes place three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky by players, the sources tell RFA’s Lao Service. The number 509, for instance, appeared only as a five on the tickets sold throughout Oct. 14 before appearing as the winning number only an hour before the drawing, the source said.

The New Zealand Lottery is controlled by the New Zealand Lottery Grants Board, which distributes its allocations to various charities and community groups. These include Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. In addition, the Lottery gives out a monthly prize to a Montreal resident in the form of silver bars. This is a common feature of most municipal lotteries in Canada and abroad. It was designed to recover some of the costs for the World’s Fair and the subway system in Montreal. Montreal Mayor Jean Drapeau defended this “voluntary tax” as it did not violate federal law. However, in 1968 the Quebec Appeal Court ruled that it was not a lottery for two reasons: first, because the prizes were not silver bars but money; and secondly, because participants had to answer four questions about the city of Montreal to participate. In spite of this, the monthly draws were held without a hitch and attracted players from all over Canada and from around the world.
