In the communist country of Laos, officials are rigging the lottery to avoid paying out large winnings, sources in the capital city Vientiane tell RFA’s Lao Service. The country’s state-run lottery draws three times a week. But winning numbers sometimes appear to vanish from purchased tickets. For example, on Oct. 14 this year, the winning number 509 appeared only as a 5 on tickets sold throughout the day of the drawing. The number was a popular choice because it is associated with buffalo, a symbol of good fortune in Laos. The number was then changed only 10 minutes before the drawing began. This was a clear indication that the number was rigged, a source told RFA. Lao state officials have been warned by the office of Prime Minister Thongloun Sisoulith to address this issue.
