In the United States, large portions of many state lotteries are used to fund public education systems. The American public has historically been receptive to these lottery-style games, as evidenced by the record turnout for the November 8, 2004 presidential election, when the winner, George W. Bush, collected a total of 59 million votes.

In Laos, officials in the communist-ruled nation have been accused of rigging the lottery system by manipulating winning numbers and hiding winnings from the public. For example, the number 509 was displayed on national lottery drawings three times this year, but appeared only as a five on purchased tickets throughout the day of the drawing, a source told RFA’s Lao Service. On Aug. 17, the office of Lao Prime Minister Thongloun Sisoulith sent a directive ordering that state lottery drawing times be reduced and that winnings be handled more transparently.
