For example, the number 509 appeared only as a five in a winning ticket bought throughout the day of Oct. 14 drawing, a source told RFA’s Lao service. The winner was a woman who won the top prize of more than $1 million. Officials have a strong interest in keeping the system under their control, the source said. The companies responsible for running the lotteries have close ties with Lao leaders and their families, including prime minister Thongloun Sisoulith and former president Khamtay Siphandone. In addition, the companies receive a concession from the government to operate the lottery. The concession fee is not disclosed to the public, and no inspections are conducted. As a result, lottery revenues are soaring while transparency is low. The government is now trying to remedy this problem by implementing reforms. It plans to reduce drawings to two per week and improve the handling of winnings. It will also stop the sale of state lottery chances through short messaging services and take steps to reclaim control of the lottery system from business interests.
