In Laos, the communist nation’s state lottery is rigged by officials to avoid paying out big sums, sources tell RFA’s Lao Service. Drawings often show numbers that disappear from purchased tickets or are deemed unlucky. For example, on Oct. 14 this year, a winning number of 509 disappeared from tickets sold throughout the day, and appeared as five only 10 minutes before the drawing began.

Lao deputy finance minister and state lottery supervisor Sila Viengkeo told RFA that the office of Prime Minister Thongloun Sisoulith recently sent a directive to the ministry requiring it to work with the Ministry of Justice to better manage the situation. The directive stipulates that the number of drawings per week must be reduced and lottery winnings handled in a more transparent manner. It also stipulates that informal football lotteries and lottery chances purchased via short messaging services will be shut down. These initiatives are expected to greatly help to manage the problem, but they will not be enough to stop the illegal activities entirely, he added.
