The directive is to be implemented by the end of this month, but it is unclear how strictly it will be enforced.

The official state-controlled online lottery in Bulgaria is the Bulgarian Sports Totalizator. This company operates the TOTO 2 (6/49, 6/42, and 5/35). Until recently it was illegal to sell tickets for private lotteries in the country.

Despite being a legal grey area, online lottery games have become very popular around the world. The companies that run them charge a premium on top of the base lottery prices, and the websites often feature advertisements. As a result, the profits from these sites are much greater than traditional lottery sales. Consequently, many governments are now considering legalizing these online games.
