Access to the number was restored only an hour before the scheduled drawing, the source said.
On Aug. 17, Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, requesting it work with police to crack down on the problem. The directive calls for drawings to be reduced from two to one a week, and for winnings to be handled in a more transparent manner. The directive also calls for informal football lotteries and lottery chances sold by SMS to be shut down. The deputy finance minister and state lottery supervisor, Sila Viengkeo, told RFA that the provisions in the directive will be strictly enforced. However, he said a date has not yet been set for their implementation. Winning tickets valued up to $25,000, less offsets and obligations, can be redeemed at any Expanded Cashing Authority Program (XCAP) retailer, except for those that require special handling. To claim a prize greater than $600, winners must present proof of identity and social security or federal tax ID numbers.
