The lottery industry has grown rapidly in the last decade as a result of the popularity of the Internet and the proliferation of computer-based lottery games. The Internet has enabled people from all over the world to purchase lottery tickets, play keno and other gambling-style games, and win real money. Lottery companies are subject to regulatory oversight by the Gaming Control Board and may be required to obtain a license to conduct business. The Laotian government has begun to crack down on illegal lotteries. State officials have been accused of rigging the country’s national lottery system by hiding winning numbers from purchased tickets, and manipulating the number of winners to avoid large pay-outs. On Aug. 17, Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the legal state lottery, asking the ministry to work with the Ministry of Public Security to better manage the problem. Among other things, the ministry must reduce the frequency of lottery drawings from two to one per week and make sure that winnings are handled in a more transparent manner.
