These are administered by the Interprovincial Lottery Corporation, a consortium of provincial/territorial lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon), and British Columbia Lottery Corporation (British Columbia).

A winner may only claim his or her prize at the Retailer where the ticket was purchased. Ticket purchases are non-refundable and non-transferable. A ticket is void if it has been stolen, unissued, mutilated, illegible, tampered with in any way, defective, or incomplete. A ticket is not eligible for a jackpot or any other bonus prize if it is altered in any way after the date of purchase.

Laos officials are rigging the national lottery, manipulating winning numbers to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Often, winning numbers that appear on the ticket disappear before the drawing takes place. For example, the number 509, which won the Oct. 14 drawing, appeared only as a five on tickets sold throughout the day of the drawing. That number is associated with the buffalo, which is considered a symbol of good fortune in Laos. In another case, the number 134 disappeared from a purchased ticket in the days leading up to the drawing but reappeared as 662 minutes before the draw was scheduled. Lottery officials have denied the allegations.
