Its profits are distributed by the Lottery Grants Board to charities and community organizations. The company also distributes funds to Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission.

Unlike in the United States, where state governments are involved with running the lottery, the majority of lotteries in other countries are run by privately owned businesses. This has led to a proliferation of websites that sell lottery tickets and related products, often charging premiums above the base price of the lottery ticket. In addition, a number of companies specialize in providing software for Internet-based lotteries, such as the GTech Corporation of West Greenwich, Rhode Island.

In Montreal, the mayor’s attempt to recoup some of the money spent on the World’s Fair and subway system in 1967 resulted in a dispute over whether his $2.00 ‘voluntary tax’ was a lottery. A judge ruled that it was not, but Drapeau decided to continue the draws. They ran without a hitch for three years until the federal Liberal government introduced a law, known as the Omnibus Bill, that sought to bring up-to-date a number of obsolete regulations, and which made buying a lottery ticket illegal.
