New Zealand is one of the few nations to regulate its national lottery system. Licensed lottery operators are overseen by the Government through an autonomous Crown entity called Lotto New Zealand. This company manages the nationwide Lotto 6/49, Lotto Max (which replaced the Lotto Super 7 in September 2009), Daily Grand and Millionaire Life games as well as Keno, Bullseye and Instant Kiwi scratch card games. The proceeds of the lotteries are distributed to community organizations and charities through the Lottery Grants Board. Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission also receive allocations.
The official state lottery in Laos, operated by the Ministry of Finance, is dominated by business interests linked to the country’s ruling elite, a source with direct knowledge of the situation told RFA’s Lao Service. The source spoke on condition of anonymity because he did not want to jeopardize his job. The official said the office of Prime Minister Thongloun Sisoulith has sent a directive asking the ministry to better manage the national lottery, including reducing the number of drawings and handling the winnings in a more transparent manner. He added that informal football lotteries and lottery chances sold through mobile phone short messaging services should also be halted.
In the late 1960s, Montreal mayor Jean Drapeau attempted to recoup some of the city’s expenditures on the World’s Fair and its subway system by introducing a “voluntary tax.” The city claimed that it did not violate federal law because the money was not actually paid, and the winner had to answer four questions about the city to win the prize. But in September 1968, a Quebec appeal court found that the lottery was illegal. The Drapeau plan did not stop the draws, however, which went on for several years. Eventually, the federal government amended the Omnibus Bill to legalize the operation of private lotteries. But the ensuing battle between Ottawa and Quebec City over the legality of the lottery resulted in two major court decisions that ultimately made it impossible for provincial governments to operate their own lotteries. Lotteries in Canada are now regulated by the Interprovincial Lottery Corporation, a consortium of regional lottery commissions owned and run by the provincial governments.
