In Laos, lottery officials are accused of rigging the system and manipulating winning numbers to avoid large pay-outs, sources in the communist nation tell RFA’s Lao Service. For example, the winning number in an Oct. 14 drawing appeared as 5 on purchased tickets throughout the day of the drawing, but was changed to 134 just hours before the announcement.

The Lao government has ordered the Ministry of Finance, which oversees the nation’s legal state lottery, to work with the ministry of public security to better manage the problem, RFA’s Ounkeo Souksavanh reports. Drawings from the state lottery must be reduced to one a week and the distribution of winnings handled in a more transparent way, the directive said. The office of Prime Minister Thongloun Sisoulith sent the Aug. 17 directive to the ministry, a deputy finance minister told RFA. The ministry will ensure that private business interests do not control the national lottery, he added.
