In the United States, state-licensed lottery companies are responsible for conducting lotteries. They are required to pay the Federal Trade Commission (FTC) a fee, which is used to regulate the operation of the lottery. The FTC’s primary objective is to protect consumers and enforce the laws against fraud in the industry. In addition, state regulators oversee and monitor the operations of local lotteries to ensure compliance with state law.
Despite the fact that gambling is illegal in Laos, lottery officials there are still rigging the system to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings often show numbers that vanish from purchased tickets or that are deemed unlucky and unlikely to be chosen. For example, the winning number 509 in a lottery drawing held on Oct. 14 this year only appeared as 5 on purchased tickets sold throughout the day of the draw.
Laos deputy finance minister and state lottery supervisor Sila Viengkeo told RFA that accusations of rigged draws are without merit. However, he conceded that the government will soon be resuming its control over the state lottery.
