Lottery is a form of gambling where a person or group purchases tickets in the hope of winning a prize. Prizes can range from cash to goods and services. While these private business interests are not responsible for the national lottery, they do pay the government an annual fee for the concession. They are not required to disclose the amount of money they receive or any other details about their activities. The government has been criticized for its insufficient oversight of the lottery, which is why it was necessary to transfer some responsibility to independent groups.

The sale of lottery tickets provides a much-needed source of income for many impoverished Vietnamese citizens. The social security systems of this rapidly developing country are not yet able to handle the number of poor people in the nation. Rather than beg, these people choose to sell lottery tickets. On a good day, a lottery seller can make up to 230 000 VN-Dong (about 10 US-Dollars). For many single mothers, this is enough to survive as their children go to school. They are also able to avoid the stigma associated with the more common act of panhandling. A recent story by RFA’s Lao service reporter Ounkeo Souksavanh interviewed a woman named Huong who sells lottery tickets in Saigon. She is one of hundreds of lottery sellers throughout the city and she makes about 200 000 VN-Dong a day on average. This is about 10% of her income. If she is lucky, she can sell more tickets and make a higher profit.
