In Laos, the government’s control of the state lottery system is contested by business interests with ties to the ruling elite. An official speaking on condition of anonymity told RFA that the companies responsible for the lottery have a stake in other businesses and are owned by persons with connections to the country’s top leaders, including former Prime Minister Thongsing and former President Khamtay Siphandone.
Another source alleged that the state-owned lottery has a history of corruption. In one instance, a radio station announced that the winning number was 134—a number that is associated with a buffalo symbol of good luck in Laos—before changing it only 10 minutes later to 662. The station later admitted the mistake and said it would not make such mistakes in the future.
