Tun Dr Mahathir Mohamad initiated special lottery draws during his government in the late 1990s to aid victims of Nipah virus outbreak. These draws took place 22 Tuesdays each year and their proceeds consolidated into government revenues; after taking office with PH coalition government in 2018, their number has been decreased to 11 draws each year.

One factor behind the decrease was Democratic Action Party’s (DAP) fear that increased gambling could cause social problems. However, the government has taken the unprecedented step of increasing special lottery draws to 22 weekly events for 2019 compared to 16 weekly draws permitted during the last government’s tenure (2018/19). This decision was taken despite widespread outrage from religious scholars who are split over whether lottery is halal; some scholars like Terengganu Mufti Tuan Yusof al-Zawawi were in support while Penang Mufti Syeikh Abdullah Fahim believed otherwise.
