In Laos, where the country is still ruled by communists, officials are accused of rigging the lottery system. Winning numbers are sometimes mysteriously changed or vanish from purchased tickets before the results of a drawing are published, a source told RFA’s Lao Service. For example, the number 09 appeared as 5 on tickets sold throughout a day of the Oct. 14 drawing, only to appear as 4 minutes before the winner was announced, the source said.
