The Interprovincial Lottery Corporation is responsible for running the national lottery, and each province and territory manages its own regional lotteries.

Sources in the communist nation of Laos tell RFA that the state-run lottery is rigged to keep winnings low. The country’s lottery officials manipulate the drawings by removing numbers that have already been purchased or ignoring numbers that are considered unlucky.

The Lao prime minister’s office has sent a directive to lottery authorities in the capital, Vientiane, to address the issue. The directive calls for the lottery drawing to be reduced to one a week and the winnings handled in a more transparent manner. In addition, informal lottery-like football tournaments and lottery chances purchased through short messaging services will be stopped.
