Vietnamese Playing the Lottery Online

The Lottery is a popular way to fund public services. In some states, lottery proceeds are used to fund public schools and colleges. In others, the money is spent on social services, transportation, and other infrastructure projects. Regardless of how the proceeds are used, state legislatures have the power to regulate lotteries. This makes it easier for people to participate and ensures that the proceeds are not misused.

In addition to state governments, the federal government also regulates state lotteries. This includes the distribution of lottery prizes and the sale of tickets. In some cases, private companies also sell and operate lotteries. These companies are licensed at the state level and must meet federal requirements.

Despite the fact that lottery playing is illegal in most jurisdictions, some individuals continue to purchase and play the games. Many of them use the Internet to buy lottery tickets and win real money. The number of online players is growing rapidly and this has led to the creation of new technologies for lottery-style games. Some sites offer instant-win games such as Keno, while others are more sophisticated and include traditional lotteries with drawings and winning numbers.

For some Vietnamese families, selling lottery tickets is the only source of income. For Huong, a single mother in Saigon, the income from selling lottery tickets is enough to cover her daily living expenses. On good days, she sells 250 tickets, earning a profit of about 11 US-Dollars.

On the other hand, there are those who are suspicious of the state-run lottery system and believe that its officials are rigging it to avoid large pay-outs. They argue that the winning numbers in national lottery drawings often vanish from purchased tickets, or that they are deemed unlucky and unlikely to be chosen.

A state official speaking on condition of anonymity told RFA’s Lao Service that private business interests should not be responsible for running the national lottery. The companies involved in the lottery “include people who have connections to the ruling elite,” he said. In addition, the public is not informed of how much the business interests pay each year to run the lottery. The official added that the government should resume control of the lottery, adding that it is not able to trust the results of the drawings. RFA’s Ounkeo Souksavanh and Bounchanh Mouangkham contributed to this report.
