Another caller to the program said the weight of the lottery balls is not equal, so some are heavier than others and fall into the hole more quickly. Vilasack Phommaluck, the deputy finance minister and state lottery supervisor, denied the allegations, saying that the lottery committee double checks the lottery balls.
