The Laos government has recently tightened its controls on the country’s illegal lottery, but it remains difficult to regulate the lottery industry because of the lack of transparency. Private business interests with connections to the ruling elite control most of the lottery operations, and the drawing results are often rigged to prevent large payouts. On Aug. 17, the office of prime minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the state lottery, to reduce the number of drawings from two to one per week and handle winnings more transparently.
